She registered his birth with the U.S. consulate, Frazier said, and the future senator
received a U.S. passport in 1986...


Did she only register his birth in 1986? That does mean that he was not on paper an American until he was 16.

That isn’t clear. It can be taken two ways. It can be taken that she registered his birth
in Canada and thus he was able to get a US Passport in 1986. Or it could mean she didn’t
register until he was in high school and needed the passport to go to England.

So who knows as it isn’t clear. imo.

If she registered at a US Consulate, then it had to be done in a foreign country. US Consulates don’t exist inside the US.
