His parents failed to file a CRBA form which is required by US law. Ted's parents did not fill out the required form until 1986.

That's a long time.

According to the above reference, If his parents neglected to file for a CRBA, Ted can prove his citizenship by showing his foreign BC, his mom BC and his parents marriage certificate.

So there is no question that Ted is a U.S. citizen but is he NATURAL born?
