Just as he's said before, tax the heck out of any company using foreign manufacturing instead of American workers. Remove the incentive to relocate American companies.Or, and this is a radical idea, cut taxes and remove disincentives to locating here.

One thing you could do is harass the hell out of their shipments as they come through customs. That falls under the executive branch. If everything is not perfect send it back to Mexico.

United Technologies, the parent company of Carrier Corp, paid a tax rate closer to 12% last year on profits of over $17 billion. Less than I paid percent wise.
