I may be wrong.
For some reason the concurrent resolution as passed by the House says nothing about a pro-forma Senate meeting:

The Senate is in adjournment, not recess, and is having pro-forma sessions. No recess appointments can be made.

Thank you. I hope that sticks, and that Obama doesn't try to weasel a recess appointment in anyway.
