That’s based on $7k/mo. If it’s not a full-time developer it’s even worse, because it means that FR is spending donation money on $7k/mo. minimum on a contract developer when they could just simply pay ad hoc for the hours used.

Programmers demand high salaries and FR doesn't run on off-the-shelf code. You can't just hire someone off the street as support. Plus this is also full-time IT maintenance of servers as well as coding, so it is basically a double-salary position with 24-hour on-demand support. Good luck finding someone to do that job for less than $7K, especially if they live on the left coast.
