Winner by Congressional District get that CDs delegates. Thus you could have an over all voter winner get fewer delegates if all their power is concentrated in 1 CD.

21 allocated on the basis of 3 per congressional district, 29 on the basis of who have the most votes across the entire state.

Not this year. Florida is the winner take all biggie this election. They did it to lock in Jeb, but it looks like it backfired. It may lock it for Trump unless everyone but one candidate drops out.
