Headline isn't exactly what he said, the neutral comment seemed to be more in the context of functioning as a negotiator, not the US's policy toward Israel. In that context "neutral" is appropriate, though it doesn't require an abandonment of a nation's own values

“You have one side in particular growing up and learning that ‘these are the worst people, these are the worst people, etc., etc.,” he said.

“I was with a very prominent Israeli the other day and he said it’s impossible because the other side has been trained from the time they’re children to hate Jewish people. I’m going to give it a shot."

He seems to get it. If he wants to give it a shot, fine, but US policy shouldn't be too deeply invested in a "neutral" resolution.

He said last night that negotiating with Palestinians is nigh on impossible because they are taught to hate Jews from birth. He’s no fool on this issue.
