How about some angry bees?
My dad and older brother(both past) raised bees as a hobby.
Yes they are a deterrent. As a person that has been stung by by bees, wasps, hornets, scorpions and red bugs/chiggers, are worse. The afore mentioned pain lasts for hours. Chiggers you will scratch for a week and live with bumps for days after that. I got hit with chiggers a week ago and they is still some pain.
Did I mention I’m in Central Florida and we have a road nearby called Red Bug Road! See Google.
The worse thing is they love the, pubic area the best!

I was thinking the same thing. Maybe they could spray the protestors' car doors with "Coqui Coqui Orange Blossom Perfume" (from Mexico), then have a beekeeper visit their cars with some bees (just to teach the law-breaking protestors to get back to nature, and also that it is much better to abide by the law in America). When they see the bees, they'll find their keys.
