Anita Dunn suffered from that as well, her jaw would flap around while talking, it is a side effect from taking psychiatry drugs.

Tardive dyskinesia Yes I was thinking the same thing--certain drugs produce this side effect. Affects the mouth and tongue in a nervous type repetitive motion.

Yes! I watched the whole video and was amazed he could even speak after appearing so dazed.
But he definitely has the suspicious jaw movements.
