I guess it depends on what the rules are before they start the race.
worse, they think they can change the rules during the race. One runner remains 3/4 of the way around and is in good shape and can go the distance so the promoters hobble him and substitute someone who never ran to finish out the last little bit and take the trophy. There is a simple word for it. FRAUD!
