Police very rarely prevent murders.
They react to murders and then try to find the killer(s).

You might need more police detectives to solve murders, but to imply you need more police to prevent murders does not make sense ... unless you hired one police per person to protect them.

Sometimes. It depends on the victim whether they put a lot of effort into it.

exactly....they do nothing to prevent crime....they don’t any more police, unless they are stationed 24/7 in the high crime areas....even then, they react, they don’t act...
