I looked at the video released by the police.
I don’t think he grabs her at all. I think he’s trying to keep up with Trump and slips between her the way you would in a crowd with people you’ve seen before. You reach out to keep a person from tripping while you’re moving through the crowd.
She did not lose her balance, get moved or anything. She simply was on one side of a people pathway a man was making to get to another point.

At most he took hold of her arm and slowed her to a stop while he moved past. He’s not looking at her face and apparently he wouldn’t have known who she was anyway as they didn’t know each other.
In the high video she’s the only person right up next to Trump as they are walking away. It looks like his intention was to move her away from Trump as they were leaving the event.
