There was no bill requiring screening to be approved. The Democrats simply said refugees would not be screened and it was non negotiable.
The Republican then gave in.

This, quite frankly, is the worst thing Ryan and McConnell have done. They should be hung for treason. According to world governments, fully 30% of these incoming REFUGEES are full blown terrorists.
