No. It is an overt change. She has a history of trying to change her voice.
Most likely, focus groups have told her to tone it down. And she likely has voice coaches who are prompting her.
Clinton seldom do anything without first running it by a focus group.

Despite her claims that she doesn't mind criticism, she and her cynical handlers know full well that her icepick-frequency voice is hugely off-putting even to her own supporters. Combined with her fleeaatt nasal Illinois accent it is truly annoying.
She has been taught to use breath control and speak in what, for her, is a basso register. But a leopard can't change its spots and when she's agitated the old screech returns quickly.
