The most interesting about this push is the push itself. Note that the current military system is the result of Federal Law.

It is not some administrative policy made internally to the DOD. It is the direct result of Congress telling the DOD bureaucracy, active duty, retired, GS, and contractor, that they had to change. The Goldwater–Nichols Department of Defense Reorganization Act of 1986 Pub.L. 99–433 basically broke the 1920’s model and established the current DOD infrastructure.

So, Carter thinks he can change federal Law with the stroke of a pen? Oh, excuse me, his boss has already done that hasn’t he?
