It has everything to do with the decline in the percentage of Americans who work in manufacturing. The percentage of American workers in manufacturing began to decline in 1950. That was a long time before ‘offshoring’, NAFTA, etc.
If we are going to protect jobs from offshoring, why shouldn’t we protect them from productivity increases or technology changes?
