I don't think that's right. Green Papers seems to say they're bound to who they claim to be supporting at their local convention. They can run as uncommitted, but so far it looks all the ones running to be bound to Cruz are winning.

60% of the CO party activists vying to be a delegate want to stay unbound until the Rep Con. Says so right here in the Denver Post.

Trump makes 1,237 most of these guys will vote Trump and probably will do so even if he gets close to that number.
