In the early '70s a friend and I decided to visit a closed down Nike base in RI or southeastern MA, can't remember. We tied the barbed wire at the top of the chain link fence and climbed over. Walked over a hill and saw a whole bunch of uniformed folks in formation. We retreated quickly.
Depends on the base and location. It should be the military (however it is not always), local law enforcement should not have any jurisdiction on military installations. Their presence should only be in support per request of the military police.

Trump is the only one who mentioned the inability of soldiers to defend themselves on US bases. If he gets a bump from this, all the better, for the better his chance to get in the WH and end the PC crap.

State has first jurisdiction on bases. They are also first responders. If fed laws apply as well the state and fed prosecutors will work out who files what with state courts going first. NEVER a good idea to be violent on a base. The locals, feds and military can all respond due to the jurisdictional overlap. Charges can be filed and sentences served for both jurisdictions.
Also, depends on the crime from what I recall. I believe the military gets first position on charges and then locals do as a general rule.
Unless its in another country and then the agreement will determine. In some foreign countries the local govt will get first choice to prosecute for major crimes. Many times they’ll defer to the military but on high profile cases they prosecute.
The cases in Korea and Japan are examples.
For us it was a choice of walking 2 miles round trip to go through the gate, or 100 yds to jump the fence.
The cops pretended they didn’t see us and we pretended not to be there.
It was convenient but not all that secure. Doesn’t appear to be the issue in this case.
