That is not an unusual occurance on cruise ships - passengers not returnng to the ship from a port the ship just visited.
Today I would bet when that happens the ship immediately notifies the country of the missing passengers and gives the country the info on the passengers.
That is much easier to do today since the ship has photo IDS of all the passengers and the info on their names addresses and passport numbers.
Years ago all the cruise ships did was put up a sign like;
"This ship leaves at 10 PM for (the next destination)
They go by ships time so if you are on a different time on your wristwatch , tough luck.
They will wait for you if you are on a ships sponsored tour that gets delayed, but otherwise you are on your own.
Looks like the Cuban Govt. wants to avoid any complications of former Cuban dissidents returning this way. -Tom

Actually it was the Spanish who removed the native Americans. Then they bought African slaves to work their new lands.
