The popular vote has always been honored by the Delegates unless it was very, very close like in 1952.

Yet there are delegates who are not bound to honoring the vote. They are free to vote any way they wish. Is this not true ?

Also there is this from post 66.
“A Republican National Committee Standing Rules Committee member told the membership Friday that convention delegates are not bound to cast their votes at the convention according to primary vote results in the first round of voting. “
