I kind of hate to perpetuate stereotypes, but I was really struck about how this concept wasn't widely known except by blacks. Maybe it is a regional thing, I don't know. Maybe you can google it.

I’m Irish, - anytime you go to Ireland, don’t expect to be ‘on time’ - don’t be foolish enough to even have a schedule in mind. I’m not offended by this and would not be offended if anyone ever spoke of it... Weird.
J. Frank Dobie (1888-1964)was the folklorist from Texas for many years. In one of his many books he uses words that were accepted many years ago to describe this. I’m sure you can figure out the words. It isn’t about being late to an event. It is about slaves being given a task and making a minimal effort to accomplish the task in their own sweet time. They would work on it but would take much longer to accomplish than reasonably expected.
I worked for attorneys and used “attorney time” because so many of them were always late. Never heard of CPT, though.
