That would depend on the state rules - I imagine some/many of Rubio’s delegates are unbound and he can make suggestions that they may or may not follow.
In Georgia Rubia has a bunch of delegates that are bound to him on the first ballot.

It depends a lot on state and national rules, including interpretation. Under state rules in almost all states and under national rules, when Rubio suspended his campaign, his delegates were free to vote as they wish. When he changed his mind and said he didn't want to free his delegates, it's not clear whether that rebound his delegates or suspending his campaign was a decision that cannot be undone.

Ted Cruz campaign hand picks Delegates. How do I know this? In Iowa, as in every other state, the Cruz campaign vets the proposed delegates. They determine what they have done for the Cruz campaign, time, money etc. Then the delegates have to sign a pledge to support him.
The Cruz delegates will not be flipped, just like the Trump supporters will not be flipped.

The delegates may just impose Cruz on Trump.

They weren’t buddies, but it wasn’t nearly this personal. They basically had the “voodoo economics” disagreement on policy. But both were pretty mature, decent guys who knew the other would always act the gentleman. Bush also was not in office at the time, and really had nothing to lose.
These two guys have a visceral dislike, and whether you like him or not, I think most people would acknowledge Trump would not be a fun guy to work for if he didn’t like you.
