I don’t think he has the power to do that, Congress has to put in a bill for it.

That was my first thought as well. But evidently Obama is just expanding the meaning of "permanently disabled", a phrase that was already in some tuition-forgiveness law.

So who's gonna stop him from being creative here? No one.
