I thought Rafael was his first name - shouldn’t it be REC?

Just checked thinking I may not have it right. Here’s what Wikipedia has:

Rafael Edward “Ted” Cruz (born December 22, 1970) is an American politician and the junior United States Senator from Texas. He is a candidate for the Republican nomination for President of the United States in the 2016 election.

His real first name is Rafael... He’s trying to sound less ethnic by using the nickname for his middle name. More fraud !!!

You are correct - I just pulled up the birth certificate, and his name on there is Raphael Edward Cruz.

At any rate, the ERC reference is to the same person, source of transposition error could be the same mistake I made (Edward is first name), or just mechanical transposition, see "teh".
