Yes, I can certainly see that the process was designed for maximum participation. Less than 1%. The GOPe is involved in trying to win the only way it can—by keeping average Americans out of the process. Today they succeeded. They are hypocrites, as you can see by this quote from the preamble of the National Rules of the GOP:

“BE IT RESOLVED...
It is the intent and purpose of these rules to encourage and allow the broadest possible participation of all voters in Republican Party activities at all levels and to assure that the Republican Party is open and accessible to all Americans.”

And people wonder why there is so much anger.

So why didn't Trump supporters get involved? Laziness? Lack of leadership? Incompetence? What was it?

Cruz showed up. Cruz's supporters showed up. Where were Trump's people?
