Maryland rules say the delegate is pledged for the first round of voting at the convention. Delegates are also bound for the second round if their candidate received 35% of the votes in the first round of balloting. If not, they are unbound in the second round. Everyone is unbound if it makes it to a third round.
They messed with the 6th district to stuff enough liberals in to overwhelm western MD’s wants.
