Yes it is practical. The restroom is large enough to hold stalls, then it is large enough to have walls. There is very little difference.
So far as locker rooms, either declare them a thing of the past OR build the individual stalls.
It will be more secure, better for insurance, and in the long run no more costly. I’m betting it’s cheaper to put in those individual fiberglass stand up showers than it is to build those elaborate tile showers.
Locker rooms should be clothing required areas.
It isn’t hard to do. Insure privacy, security, insurance protection. Make it all individual.
And this is something you want big government to mandate all states do right?
