You flunk history. Reagan wasn't able to make great strides, either. But your "absolute" statement wouldn't apply to Reagan, now would it? Reagan was able via the Mexico City Policy to get international funds deflected from funding abortion overseas.
That meant more babies wound up living overseas than would have otherwise been paid-for by your sanctioned taxdollars...
