I think most all the upcoming states have primaries where the public has the opportunity to vote and most of the delegates are bound to vote the way their constituents vote...Although there are a few unbound delegates...

The best process would be to allow the candidates to select however many delegates the popular vote awarded them.

They should be able to select from their own campaign volunteers in the precinct or donors, and be allowed to pay for their delegates’ convention expenses as a reward for their help in the campaign.

In CA, candidates are not allowed to pay convention expenses for their delegates, which means it costs a minimum $2,000 out of your own pocket to be a delegate.
