I've heard the same complaint from African farmers. We come in with food aid right when food supplies are tightest - right before the harvest. The farmers go broke because the food price has plummeted so they aren't around for next year's crop. Or else they give up on food crops and plant other things like cotton in the future.

Same thing happened to the budding garment industry in West Africa. American donations of free clothing put them out of business.

Haiti’s persistent problem is the lack of arable farmland. So one of the best things for them would be to send in an American corporation, with American equipment, to create farms from scratch. Farms with their own water supplies, rich, improved topsoil, and probably a closed community of farmers, to include their local government.
