If it was Mexican Cartel they would have killed the kids too to send a strong(er) message. This seems like hatred for the family or a few members and the rest were killed for being there.

The number of shots would seem to rule out a pro. "Shot repeatedly" could just mean more than once, though in the vernacular, it is usually construed to mean several times. Remember the saying from "Pulp Fiction" - "two in the head, you know they're dead". I believe this is the practice of the Mossad.

They were killed in different locations. The shooter/shooters may have had more opportunity in some locations to overkill. Multiple targets may have necessitated single shots. Hard to tell, but clearly a message being sent.
