I see your point, but my interpretation is that Ted was talking about his conversations with Boehner as Speaker.

Could be taken either way, and my guess is that Boehner's drinking has destroyed several billion brain cells.

Considering Ted was part of the team that made a million for Boehner, I thought he'd show a bit more respect. Perhaps Boehner didn't want to lose his tee times at Trump courses.

All in all, Boehner's just a bitter old drunk.
