He or his parents had to have filed something to get him recognized as a US citizen.
When was that done?
My suspicion is that was not done until 1986 when he wanted a driver’s license and a passport for a school trip.

It really all does not matter, he is clearly ineligible.
Two strikes.
Foreign birth AND foreign national father.

Ted didn’t turn 16 until nearly 1987 (Dec birthday).

If mom really did take out Canadian citizenship, Ted could have applied for Reagan Amnesty in 1986 at age 15, just in time for driver’s license and paper at age 16 in 1987 or in 1986 during Christmas break.
