If it goes past the 1st ballot, depending on the rules for delegates of that state, they can vote for whomever. But they have to return to their respective states and if they wish to be delegates in the future or hold ANY position in the party in that state, they WILL vote as they are TOLD to vote by state party leaders.

It's called POLITICS for a reason.

In Arizona the state party leaders did not pick the delegates. They were voted by state delegates who were voted on by local precinct committeemen; in other words, grassroots people.
