Some people suffering from dementia and such have their money deposited into a third party account, usually a family member who pays their bills for them. Somehow I doubt those people are out buying guns in the first place.
And that makes it OK?
This is just the first step: Establish the authority to ban groups of ‘undesirable’ people. Then let the good times roll.
