Marco Rubio was born on U.S. soil to parents legally within the domain of the United States. That makes him a natural born citizen. That has been adjudicated multiple times and certainly fits the definition of the term when that phrase was written into the Constitution.

‘Natural born’ US citizenship comes from US citizen parents. No act of Congress or subverting appointed/elected judge can give or take. ‘Natural born’ US citizenship is akin to a birthright.
