Because they are butt-hurt over Gibraltar? Does the Schengen Agreement extend to Gibraltar? If so, doesn't that make this a mute point?
Spanish speakers seem to have a problem with established borders. The Mexicans are trying to take over Texas and California, the Argentines are trying to take over the Falklands and the Spanish want to take over Gibraltar.
