That’s gotta be one of the most horrible ways to die.

Probably dead already. The duct tape around his head is a pretty good clue on that. And, that is possibly the only way to keep the feet still while the concert sets.

The only reason he came up is that the bucket was way too small. 5 gallon bucket is just not enough weight. Need a washtub, 20 gallons or so. Actually, one of the problems is that there should be about 200 lbs of concrete and the body itself is another 200 or so. That is a lot of weight to throw over the side of a boat.

I remember a scene from a book I read years ago, in which a guy is dropped into the East River with cement shoes, but the killers put a scuba tank on the victim and taped the mouthpiece in, so the victim would have an hour or so to think things over.

I imagine he was already dead. If you wanted to drown someone, there are plenty of ways to weight a body that don’t involve getting your victim to hold still for hours on end. And if you want to kill someone, there are plenty of faster and easier ways to do it. Cement shoes are just a disposal technique.
