Think about it, doing NOTHING to these rabid animals who are shooting one another will eventually deminish the pool. Sooner or later they will (hopefully) run out of the feral dogs and problem solved.
Can’t call them criminals anymore, it’s hateful and hurts their feelings.
Murderers should be cautioned, assigned problem resolution and anger management courses and then sent home.
