Provisional? That’s when your first shot goes near or in the woods, and you take a provisional shot in case you can’t the first one.

People who claimed they are registered but are not on the list at that location. Could be fraud, could be wrong voting site

Provisional balloting is done when the voter is in question. Perhaps not registered or challenged by another person. Once the issue is resolved the vote is treated like any other vote.

People not registered to vote or show up at the wrong polling place or the registration is wrong are allowed to cast a ballot on the provision that they are certified as eligible.
