Was there a someone there? Mom in one stall and daughter in the other. Strange man, so where was the good Samaritan? So if one wasn’t there, how does one report it?
That is the question
Unless you have an armed guard outside every bathroom in America, these laws are unenforceable.

The fact that some laws are unenforceable is not the point .
Opening the ladies room to whomever feels like using it because of their “feelings” opens the door for assault .
It’s like opening our borders to Islamic’s that plainly state they hate us and want to take over . Letting them in opens the door to terrorism and obnoxious grouping by TSA agents at the airport ... and terrorist attacks around the country like the Boston bombings .
Do you want your wife/daughter etc to be groped by a guard every time she needs to go to the restroom to keep her from being assaulted ? Men do not belong in the ladies room even if the “feel” they are women.
Bad laws open doors for more crime and more over reach by the government.
It’s like handing out welfare left and right encourages people not to work and encourage broken homes and single parent families . Bad laws encourage bad behavior .
Soon there will be armed women using the bathrooms.
