I can wholeheartedly guarantee you that it is the Mexican cartel. They continually do this in Mexico they decapitate innocent folk...they also have a deep rooted hatred for Caucasians...This is only the beginning it’s going to get even much worse. You're probably right and they'll likely know quickly as soon as they go deep into the victims background. Then again there have been countless murders where the victims were found in pieces, different locations etc and they never had anything to do with drug gangs. But given the venue here, it was probably a drug gang involved, yep.
Btw, didn't they say the victim worked in the chemical industry? That's a flag if so.
