The thing is, it takes months if not years to spool up heavy manufacturing facilities - staff has to be hired and trained, new machinery must be ordered and delivered. In that time, other foreign competitors that didn’t get run down so badly will simply step into the space.

Now that all the union jobs have gone to other countries, yes. Now the public’s employees are mostly unionized, which works out better for the unions anyway, they don’t have to worry about putting the government out of business and they hire their own employers.

See this is the problem. You equate repatriation of industry as somehow supporting unionism in America. That is a dastardly tactic. Typical if the Free Traitor™.

90% of manufacturing is done by non union workers so you'd be 90% wrong.

Well I was speaking of the jobs lost in the past more so than now after the damage has been done. I did not in anyway say I supported moving jobs out of the U.S. but you, obviously looking for someone to bully, falsely accused me of doing so.

If that makes you feel better about yourself go ahead, but you look like a fool.
