CALGARY, AlbertaKinder Morgan Inc.s proposed expansion of a crude oil pipeline connecting Albertas oil sands to the Canadian Pacific coast cleared a key hurdle on Thursday after a government advisory panel recommended it, subject to dozens of conditions.
Canadas National Energy Board urged Prime Minister Justin Trudeaus administration to approve the controversial project, known as the Trans Mountain pipeline, if 157 conditions are met. A cabinet decision isnt expected until December.
The board found the benefits of the project would outweigh the residual burdens on the environment and nearby communities, Robert Steedman, the NEBs chief environmental officer said at a press conference. [...]

The cabinet decision isn’t expected until December because by then we’ll know if there will be a President Trump and then that pipeline to serve China would be unnecessary
Thank you for this column. I am a big fan of Kinder Morgan, and their future.
The Keystone XL would have provided US gulf refiners with an UNINTERRUPTIBLE supply of crude oil. The economic and national security benefits of this pipeline are enormous. It has been turned down for 8 years.
Even if the Keystone is built in the future, the Trans-Mountain pipeline to Kitimat is necessary for the present and the future growth of the Canadian oil industry. It will be built whether or not Keystone goes ahead and, when it is approved the need for Keystone diminishes in Canada.
According to Mr. Trump’s website, so far as I can see, he has not expressed his position on removing the ban on exportation of U.S. crude oil but presumably he is in favor of removing restrictions on our exports to improve the trade balance and create a tremendous domestic jobs program. Kinder-Morgan would be well positioned to profit from these export restrictions.
Both pipelines will be built. It’s just a matter of time.
