Seems like we could come up with a better technology to locate these black boxes. I believe the signal from the boxes only has a range of a few miles and the battery runs out.

So ACARS is good enough. Even if ELT's battery run out, the SONAR can pinpoint any metalic object in the ocean floor, having so called better technology to find the FDR is irrelevant.
