A bound delegate cannot vote until either the state party rule says they can or that person to whom they are bound is placed in nomination. Kasich has no possible chance of being placed in nomination under the 8 state rule ( 40 b) so I don’t have a clue what he thinks he is doing.

Yup.

Under Rule 40b only Trump and Cruz can place their names in nomination.

Its a foregone conclusion Trump will win the nomination on the first ballot.

Kasich didn’t win 8 states so his instruction to his delegates to remain bound to him makes no sense whatsoever.
