These are ALL overreaches by the executive department.
If we had a working Constitutional, competent legislature, that should be theoretically impossible.
The reality speaks for itself.
The ethical and moral quality of too many members of the bicameral legislature also speaks for itself.
The lame excuse that widespread impeachments or recalls can't be implemented without "popular support" is a fallacy of the first order.
It suggests the incredible evolution of not bothering to pursue serious crimes like murder, bank robbery, rape, arson, felonious assault, etc, due to inability to find an impartial jury; so why bother?
Worst yet, Omugabe's dictatorial orders to "normalize" felons and elevate them to "citizen status" must eventually make our entire justice jury system a sick joke.
This alone, in a sane Free Republic (in a country with an average IQ greater than 50) would be certain grounds for impeachment.
We live in interesting times.
