I’d like to know why the parents were not put on the spot for not watching their kid. He did not simply fall into the habitat, he had to crawl under a few barriers. And why didn’t the zoo use a tranquilizer? Seems like a drastic, knee jerk response to this situation.

WRT why they didn't use a tranquilizer dart, contrary to what you often see on TV, those darts don't take effect immediately. They probably sting going in, though, in which case you now have an angry gorilla holding a child.
