That's a plausible scenario. What isn't plausible, in my opinion, is what many trolls-disguised-as-freepers-have been posting: that no matter what Comey recommends, Obama and Lynch will outright refuse to take action against HRC. The degree to which a few freepers assert Obama — and, by extension, Lynch, is committed to protecting HRC is ludicrous. HRC’s personal email server seems to be the tip of the iceberg: the real scandal probably will be the Clinton Family Foundation, which is a big slush fund/money laundering/pay-for-play scheme. Why would Obama want to link himself to THAT?

Your theory is sound: Lynch may punt by recommending an independent prosecutor, and that may work out very nicely.
