The Marine Corps is under the Department of the Navy so I’m sure it applies to them. The article specifically mentions Okinawa and there are not that many Naval personnel on Okinawa. Mostly Marines and Air Force.

Sorry, my source is ironclad. It does not extend to the USMC, the Army, or the Air Force. However, the Marines at US Navy bases have indicated that they will show “solidarity” with the directive.
